Configuration of the electoral census of foreign nationals resident in Spain (CRF) for the municipal elections and the European Parliament elections of 26th May 2019

On 26th May 2019, municipal and European Parliament elections will be carried out. In said elections will be able to vote:

Citizens of countries with AGREEMENTS for the municipal elections

Those residing in Spain that, without having acquired Spanish nationality, are citizens of countries with which Spain has signed Agreements recognising the right to vote in municipal elections and fulfil the conditions established therein may request registration in the electoral roll for the municipal elections of 26 May 2019.

The countries with agreements are: Bolivia, Cabo Verde, Chile, Colombia, Corea, Ecuador, Islandia, Noruega, Nueva Zelanda, Paraguay, Perú y Trinidad y Tobago.

In order to be included in the electoral lists, which is essential for being allowed to vote, it is necessary to request for the registration in the electoral census.

Those citizens who were already registered for the 2015 municipal elections and want to participate again in those of 2019 will have to register again. The electoral census of foreign citizens of countries with Agreements for the municipal elections is made again for every new elections.

Conditions for registration
The requirements that applicants must meet in order to be able to register are:
1. To be aged over 18 years old and not be deprived of the right to active suffrage.
2. To be registered in the Municipal Register of Inhabitants
3. To be in possession of a residence permit in Spain.
4. To have resided legally in Spain for the amount of time required in the corresponding Agreement (three years on polling day for citizens of Norway and five years at the time of application for citizens of the rest of countries).
Application period
The period established to submit applications is from 1 December 2018 to 15 January 2019.

Applications received outside this period, including those that may be made by requesting details of registration in the electoral census, will be rejected as a result of non-fulfilment of this requirement.
Regulation
Order ECC/1758/2014, from 23 September, that modifies Order EHA/2264/2010, from 20 July, which establishes rules and technical instructions for the compilation of the Electoral Census of foreign nationals coming from countries with Agreements for municipal elections.

Resolution dated 27 October 2014, of the Electoral Census Office, establishing the procedures, and passing the application model for the registration, in the electoral census, of residents in Spain who are citizens of countries with agreements for the municipal elections.
