Electoral Census / Elecciones locales parciales de 10 y 17 de noviembre de 2019

Censo Electoral

Se ha publicado la convocatoria de elecciones, para celebrar el día 10 de noviembre de 2019:

BIZKAIA. ORDEN FORAL 9257/2019, de 16 de septiembre, de la diputada foral de Administración Pública y Relaciones Institucionales, por la que se convocan elecciones parciales en el Territorio Histórico de Bizkaia a Alcalde(sa) Pedáneo(a) de la entidad local menor de Belandia.

Se han publicado las convocatorias de elecciones a celebrar el día 17 de noviembre de 2019:

The Organic Law on General Electoral System orders to hold Local Elections in those constituencies where there are not candidatures.

Partial local elections, called on October 26, 2015, will be held on December 20 in municipalities, entities below the town territory (EATIM) / Navarra councils included in the election calls.

The information set forth is a guide, primarily aimed at the voters, of the functions that will develop the Electoral Census Office, during the electoral period from 27 October to 20 December 2015.

Right to vote

The electoral census is made up of:

- Census of Resident Voters in Spain (CER).

-Electoral Census ov Foregin Voters Resident in Spain for Municipal Elections (CERE). It is made of Citizen Resident in Spain of legal age, national from European Union Countries or countries that have signed a reciprocal agreement with Spain on voting in municipal elections.

a) Municipal Elections

In elections for councils can participate CER voters and CERE voters.

b) Elections for territorial entities below municipality level (EATIM) and councils of Navarra

In elections to EATIM / councils of Navarra, CER and CERE voters registered in the territorial scope can vote.

Current census

The electoral census will be the one used in the elections held on May 24, 2015, without it being necessary, therefore, to the opening of a new period of rectification thereof referred to Articles 39 and 40 of the Organic Law of the General Electoral System.

Polling stations

The electoral sections, their limits, their locals and the corresponding polling stations for each of them, are the same as those for the general elections of December 20, 2015.

Sending of Census cards

The Electoral Census Office forwards a census card to all voters resident in Spain of the local authorities concerned (CER and CERE), having proclaimed candidates, with registration data in the electoral census and the same is reported in the polling station where they should vote. These shipments will take place from November 23.

Any change in data of polling station, post card reported in the census shall be communicated to voters.

Postal vote of the voters resident in Spain

Partial local elections will coincide with elections to Parliament on 20 December 2015. The application to postal vote will be unique for both elections.

Voters resident in Spain can apply the postal vote from October 27 to December 10. This requires completing an application at any post office in Spain and direct it to the Provincial Delegation of the Electoral Census Office in their province of registration. Voters must sign the form and check that the postal official puts the corresponding date stamp. Voters who request a postal vote can not vote in person at the polling station.

The Provincial Delegation of the corresponding Electoral Census Office, forwards to the voter, between 30 November and 13 December, by registered post, the documentation necessary to vote.

Once the documentation has been received, these voters should send their vote to the polling station, by certified mail, no later than 16 December.

Postal vote for voters resident in Spain who are temporarily abroad

Voters resident in Spain (CER and CERE) who are temporarily abroad, after making the call and assuming to remain in that situation until the day of the vote, and who wish to participate in the elections must appear registered in the Consular Register as residents (CERE voters must register in the register of foreigners) and request documentation to exercise their right to vote from abroad to the corresponding Provincial Delegation of the Electoral Census Office, no later than 21 of November. Such request must be submitted in person at the Consular Office or Consular Section of the Embassy (Spanish Consulate nearest their residence abroad).

The Provincial Delegation of the corresponding Electoral Census Office forwards the voter to a foreign domicile indicated in the application, from 24 to 30 November, by certified mail, the documentation necessary to vote.

Once the documentation has been received, voters should send their vote to the polling station, by certified mail, no later than 16 December.

Delivery of Electoral Census copies to political parties

On 24 and 25 November, the representatives of the declared candidates may obtain, if they have previously requested, a copy of the census suitable for computer processing support.

Voting List

Voting lists sent to polling stations are the same as those used on May 24, 2015.

Information

During the election period, the Electoral Census Office offers a telephone service on number 901 101 900, in which all queries regarding its activities in these elections will be met.

The timetable is from Monday to Friday except holidays and Saturday 7 November, from 9 am to 14 pm, except on 9 and 16 November and 17 December, which is extended from 16-18 hours. On December 20 the timetable will be from 8 to 20 hours.

Besides personal assistance service in the own Provincial Delegations of the Electoral Census Office with the same hours of telephone service is provided.
