The data of the Survey reflect the two sides that are considered in tourism research: for the demand side, information on travellers, overnight stays and average stay are provided and distributed by country of residence of the travellers and category of the establishment they occupy or by origin Autonomous City or Community for travellers resident in Spain; for the supply side the number of estimated open establishments, estimated bedplaces, ocuppation degrees and information about the sector are provided, by establishment category.This information is provided monthly, at the following levels: national, Autonomous Community, province, touristic area and tourist spot.

- Campsite
Group installations in enclosed areas for tents, caravans, bungalows or the like, that provide some services, such as a shop, recreational activities, bar, restaurant or laundromat.
- Categoría de alojamiento turístico
Divisiones establecidas al clasificar los alojamientos turísticos en función de las instalaciones, equipamientos y servicios que proporcionan.
- Estimated open rural tourism housing accomodations
Seasonally opened rural tourism accomodation are those where the month of reference is included within their opening period.
- Average stay in tourism accommodation
Average number of nights that a traveller stays.
- Weekend occupancy rate in plots
The relationship, as a percentage, between the overnight stays from Friday and Saturday during the reference week, and the product of the plots and the days to which the overnight stays refer, in this case, two.
- Occupancy rate by lots on campsites
The level of occupancy by lots is understood as the percentage-based relation between the total number of lots occupied during the month and those available on the campsite during the same period multiplied by the days in the reference month.
- Estimated lots on campsites
The total number of estimated lots on a campsite is defined as the sum of: - estimated lots - estimated bungalows - estimated caravans owned by the campsite - estimated undivided area for free camping in establishments open for the season.
- Total occupied lots on campsites
Defined as the sum of: occupied lots plus occupied bungalows plus occupied caravans owned by the campsite plus the occupied undivided area.
- Overnight stays or occupied bedplaces in tourism accommodation
An overnight stay is understood to be every night that a guest stays in the establishment. As occurs with the checking in of guests, occupied bedplaces are broken down according to place of residence.
- Personal no remunerado
El personal ocupado no remunerado está constituido por las personas que trabajan con regularidad en la unidad de observación y no perciben una remuneración en forma de sueldo, salario, comisión, gratificación, destajo o en especie.
- Personal ocupado
Se corresponde con el número total de personas que trabajan en la unidad de observación (incluidos los propietarios que trabajan, los socios que trabajan con regularidad en la unidad y los familiares no retribuidos que trabajan con regularidad en la unidad) y el de personas que, aunque trabajan fuera de la unidad, pertenecen a ella y son retribuidas por ella (por ejemplo, los representantes de comercio, el personal de mensajería y los equipos de reparación y mantenimiento que trabajan por cuenta de la unidad de observación). Incluye tanto al personal remunerado como al no remunerado.
- Personal remunerado
Son las personas que trabajan para un empresario, tienen un contrato de trabajo y perciben una remuneración en forma de sueldo, salario, comisión, gratificación, destajo o en especie (deben incluirse todas las personas cuyos pagos se registran en el epígrafe "Costes de personal" en la cuenta de pérdidas y ganancias de la empresa, incluso cuando, en algunos casos, no exista contrato de trabajo).
- Estimated lots on campsites
Number of bedplaces estimated by the questionnaire of the establishments open for the season. For campsites the number of lots corresponds with the authorised capacity in persons.
- Province ( Article 141.1 of the Spanish Constitution)
The province is a local institution with its own legal status, determined by grouping municipalities and dividing territories in order to fulfil State activities. Any alteration in the provincial limits is to be approved by the General Courts by means of constitutional law.
- Tourist site
Municipality where the concentration of tourist amenities is significant.
- Travellers entering campsites
All persons who stay one or more consecutive nights in the same accommodation. Guests are classified by their country of residence, and people residing in Spain are classified by the Autonomous Community they usually live in
- Tourist area
Set of municipalities where tourist inflow is specifically located. Information is offered on the main areas of tourist interest.

The analysis units are all campsites registered as such in the corresponding register of the Tourist Boards of each Autonomous Community.

The compilation and dissemination of the data are governed by the Statistical Law No. 12/1989 "Public Statistical Function" of May 9, 1989, and Law No. 4/1990 of June 29 on “National Budget of State for the year 1990" amended by Law No. 13/1996 "Fiscal, administrative and social measures" of December 30, 1996, makes compulsory all statistics included in the National Statistics Plan. The National Statistical Plan 2009-2012 was approved by the Royal Decree 1663/2008. It contains the statistics that must be developed in the four year period by the State General Administration's services or any other entity dependent on it. All statistics included in the National Statistics Plan are statistics for state purposes and are obligatory. The National Statistics Plan 2025-2028, approved by Royal Decree 1225/2024, of 3 December, is the Plan currently implemented. This statistical operation has governmental purposes, and it is included in the National Statistics Plan 2025-2028. (Statistics of the State Administration).
These statistics comply with the Regulation (EC) no. 692/2011 of the Council and the European Parliament on 6th July 2011, regarding tourism statistics. 6.2. Data sharing

The exchanges of information needed to elaborate statistics between the INE and the rest of the State statistical offices (Ministerial Departments, independent bodies and administrative bodies depending on the State General Administration), or between these offices and the Autonomic statistical offices, are regulated in the LFEP (Law of the Public Statistic Function). This law also regulates the mechanisms of statistical coordination, and concludes cooperation agreements between the different offices when necessary.

The Statistical Law No. 12/1989 specifies that the INE cannot publish, or make otherwise available, individual data or statistics that would enable the identification of data for any individual person or entity. Regulation (EC) No 223/2009 on European statistics stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society

INE provides information on the protection of confidentiality at all stages of the statistical process: INE questionnaires for the operations in the national statistical plan include a legal clause protecting data under statistical confidentiality. Notices prior to data collection announcing a statistical operation notify respondents that data are subject to statistical confidentiality at all stages. For data processing, INE employees have available the INE data protection handbook, which specifies the steps that should be taken at each stage of processing to ensure reporting units' individual data are protected. The microdata files provided to users are anonymised.
Due to statistical secrecy, strata (Autonomous Community/category, province/category, area/categry, spot/category) with less than 3 campsites with data are hidden. Data from nationalities with less than 10 monthly travellers or overnight stays are also hidden.

The primary organisation of the information follows the theme-based classification of the Inventory of Statistical Operations of the State General Administration . Following the Regulation No 692/2011 of the European Parliament and of the Council, the European Commission (Eurostat) assesses the quality of the transferred data and publishes reports on the quality of European statistics. Quality assurance framework for the INE statistics is based on the ESSCoP, the European Statistics Code of Practice made by EUROSTAT. The ESSCoP is made up of 16 principles, gathered in three areas: Institutional Environment, Processes and Products. Each principle is associated with some indicators which make possible to measure it. In order to evaluate quality, EUROSTAT provides different tools: the indicators mentioned above, Self-assessment based on the DESAP model, peer review, user satisfaction surveys and other proceedings for evaluation.
The Tourist Campsite Occupancy Survey carries out on a regular basis review activities on the statistical process in order to comply with the quality conditions required both at national and international levels. The main activities are the review of collected data such as the survey directory, as well as microfiltering when receiving data and microfiltering afterwards. improvement in the data collection systems (IRIA).

11.2. Quality assessment

As can be seen in the following sections, where the quality indicators are gathered in detail, the COS shows a very good quality, since the data for the operation is available in a 30 days period of time. The total lack of response usually is around 7% for provisional data and 3% for final data, and variation coefficients also have levels lower than 0.9 for the main variables. Updates of the directory are carried out periodically. Users are very varied: tourism board/consortium, individuals, establishments, consultancy companies, Autonomous Community governments, city councils, universities, associations of accommodations and catering entrepeneurs. The data they receive is used for analysis, studies, reports and designing of policies. The needs of users that are not satisfied are those that do not comply with the conditions of statistical secrecy and significance. Apart from the information available on the webpage, users also ask for data for periods different from those published and for customised areas.

The INE has carried out general user satisfaction surveys in 2007, 2010, 2013, 2016 and 2019 and it plans to continue doing so every three years. The purpose of these surveys is to find out what users think about the quality of the information of the INE statistics and the extent to which their needs of information are covered. In addition, additional surveys are carried out in order to acknowledge better other fields such as dissemination of the information, quality of some publications...

The estimators used are non-biased, therefore the bias is zero. Among non-sampling errors, coverage errors are minimised by periodically carrying out crosses between the directories of the Autonomous Communities and the directory of the COS, in order to find potential duplicates, establishments that are missing or out of business. Total non-response errors are minimised between provisional and final data, thanks to re-contacting the units that did not respond. Moreover, an imputation of data is carried out for these cases. Among non-sampling errors, there is information available on the lack of response, the non-response rate being A4 =2.9 in 2021, definitive data.

The number of days from the reference day of data until the publication of provisional data is 30 days (TP1=30 days), while for final data the period is one year and one month for the months of January to June (TP2=13 months), and for the rest of the months final data is published during the 3rd quarter. In other words, provisional data for March 2024 and final data for March 2023 are published in April 2024, and final data for 2023 not published before ar published in September 2024.

The availability of a methodology, and the design and common process of collection, scrubbing, edition and elevation throughout the whole geographical scope ensures the comparability of data between the different Autonomous Communities, provinces, tourist areas and tourist spots. On the other hand, adapting the methodology to the reglulation 692/2011 enables for the comparability with the remaining EU countries.

Movement of Travellers in Campsites Survey was created in the 70s. In 1999 it was replaced with the Campsite Occupancy Survey and the temporary series is comparable ever since. The series has 310 elements in December 2024 (CC2=310).

Though the variables gathered in this survey are not collected in any other survey, a coherence is observed between the values obtained and the evolution of the economy.

17.1. Data revision - policy

The INE of Spain has a policy which regulates the basic aspects of statistical data revision, seeking to ensure process transparency and product quality. This policy is laid out in the document approved by the INE board of directors on 13 March of 2015, which is available on the INE website, in the section "Methods and projects/Quality and Code of Practice/INE’s Quality management/INE’s Revision policy" (link).
This general policy sets the criteria that the different type of revisions should follow: routine revision- it is the case of statistics whose production process includes regular revisions-; more extensive revision- when methodological or basic reference source changes take place-; and exceptional revision- for instance, when an error appears in a published statistic-.
The revision policy is as follows: once the results are published in t+30, more questionnaires from the reference month are received, and therefore, the final version of the results presents greater coverage (increasing from a response rate of 93% in the provisional results to a rate of 98% in the final results). Each year, a more detailed release than the monthly one is released in June, with data from the previous year. This release is final. Although, from January to May, the same day when provisional results for the reference month are released, the final results for the previous month are also released.

Each month, the provisional data for the previous month is published, as well as the final data for the previous month of the previous year until June when all final data are published that were not previously disseminated. The quality indicators used are MAR, absolute average revision, and RMAR, relative average revision, obtained from the main variables, travellers, and overnight stays.

The INE compiles a national directory of holiday dwellings, using the records sent by the Tourism Boards of the Autonomous Communities. This directory contains the following information for each dwelling: denomination, direction, category, aperture length, number of pitches, caravans, and bungalows. Collecting methods include: CAWI, postal service, fax, mail, automatic data collection via XML. Information in questionnaires is collected and filtered in a decentralised manner. There are two types of questionnaires: the weekly one, that collects information on seven consecutive reference days, and the monthly one, that collects information on data from the entire month. The questionnaire is updated on a yearly basis with the new EU countries.

18.4. Data validation

The procedure for supervising the data validation consists of applying a series of validations to the questionnaires. In the event that any inconsistency is detected, the INE contacts the establishment again. When all of the data has been collected, it is revised again in a centralised fashion. Lastly, a macrofiltering is performed.

Firstly, there is a decentralised microfiltering process to detect and filter errors and inconsistencies in the questionnaires. Subsequently, the esmitaros are obtained at a central level. Subsequently, a macrofiltering is performed, prior to the tabulation and dissemination of the results.
