Metadata Sub-indicator 15.9.1.1. Spain has established national targets in accordance with the second Aichi Target of the Strategic Plan for Biological Diversity 2011-2020 or Target 14 of the Kunming-Montreal Global Biodiversity Framework in its national biodiversity strategy and action plans and has reported on its progress toward achieving these targets.

This indicator measures progress towards achieving the second Aichi Target of the Strategic Plan for Biodiversity 2011-2020 (up to 2019) and towards Target 14 of the Kunming-Montreal Global Biodiversity Framework (from 2024)
A score of 0 to 1 is assigned based on progress made towards achieving the second Aichi Target (ABT 2) of the Strategic Plan for Biodiversity 2011–2020 and, from 2024 onwards, on planning or implementation towards the fulfilment of Target 14 of the Kunming-Montreal Global Biodiversity Framework, which replaces the previous one. This progress is assessed in the National Reports.
The score is assigned on a scale of 0–1 as follows:
- 0.0: there is no national target;
- 0.2: a national target exists, but progress is moving in the opposite direction;
- 0.4 a national target exists, but no progress towards achieving it is evident;
- 0.6 a national target exists, and there is significant but still insufficient progress;
- 0.8 a national target exists, and there is sufficient progress to enable its achievement;
- 1.0 a national target exists, and progress is being made that will enable it to be exceeded.
