It describes the proportion of cities that have a regulatory framework that ensures the direct participation of urban planning and management, in accordance with a regular and democratic functioning.
It is determined by analysing the regulatory framework that regulates the matter, which in the case of Spain is given by the procedures that characterize urban planning regulations within the framework of the state land legislation, of general application to all cities.
