Target 5.a. Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws.

Sub-indicator 5.a.2.1. Degree to which the legal framework (including customary law) guarantees women's equal rights to land ownership and/or control
This indicator measures the level at which a country's normative framework guarantees women's equal rights to ownership and control of land, by contrasting the legal framework against six internationally accepted proxies, in particular the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Voluntary Guidelines on Responsible Governance of Land Tenure (VGGT).
These proxies are:
- Proxy A: Joint Registration of Compulsory or Incentived Lands.
- Proxy B: Obligation of Conjugal Consent for Land Transactions.
- Proxy C: Equal Inheritance Rights.
- Proxy D: Allocation of Financial Resources to Increase Women's Tenure and Control of Land.
- Proxy E: In legal systems that recognize customary rights, there is explicit protection on women's property rights.
- Proxy F: Mandatory Quotas in Land Management and Administration.
The Indicator takes values between 1 and 6 (1 = No Evidence, 6 = High Levels of Guarantees).
