Definition

Definition: Under the UNFCCC (United Nations Framework Convention on Climate Change) process, the COP (Conference of the Parties) requested the Standing Committee on Finance (SCF) to prepare a Biennial Assessment and Overview of Climate Finance Flows (BA) (decision 2/CP.17 paragraph 121(f)), based on available sources of information, including, in addition, information on the geographical and thematic balance of flows. The UNFCCC has not agreed on a definition of what should be taken into account when assessing progress towards the $100 billion commitment. Data from the UNFCCC secretariat refer to climate-specific financial support for developing countries, as reported by Annex I COPs in their Biennial Reports. Only Annex II Parties are obliged to report on financial and other assistance provided. Annex I Parties also provide this information on a voluntary basis. Consequently, this data should not be interpreted as an indicator in relation to the achievement of the collective mobilisation target of USD 100 billion commitment. One of the functions of the SCF is to assist the COP with respect to the measurement, reporting and validation of support provided to developing country Parties through activities such as the following verification of support provided to developing country Parties through activities such as the preparation of the Biennial Assessment and Overview of Climate Finance Flows (Climate Finance Flows-BA). Accordingly, the COP requested the SCF to consider: - Relevant work by other bodies and entities on MRV of climate finance support and monitoring (decision 1/CP.18 paragraph 71); - Ways to strengthen methodologies for reporting climate finance (decision 5/CP.18 paragraph 11); - Ongoing technical work on operational definitions of climate finance, including private finance mobilised by public interventions, to assess how to most effectively meet adaptation and mitigation needs through climate finance (decision 5/CP.18 paragraph 10); and ongoing technical work on operational definitions of climate finance, including private finance mobilized by public interventions, to assess the most effective way to meet adaptation and mitigation needs through climate finance (decision 3/CP.19, paragraph 11).

Calculation method

This indicator includes all disbursements related to the commitment made in the Paris Agreement, where, in particular, Spain is obliged to contribute to the total fund of $100,000 by rich countries to international climate finance for developing countries.

For the calculation of this indicator, all those interventions through which aid is provided are considered, depending on how it is provided: a) Budget support, b) General contributions and pooled programmes and funds, c) Projects, d) Experts and other technical assistance, e) Scholarships and student fees in donor countries, f) Debt relief, g) Administrative costs, and h) Other donor costs. All interventions that generate a direct development impact are considered, regardless of the degree of development impact.

Reported through the title, description of the intervention and in the economic sector of the Development Committee, those that have been assigned to SDG 13 and target 13.a will be counted.
