Definition

Environmentally sound technologies (ESTs) are technologies that have the potential to significantly improve environmental performance relative to other technologies. ESTs protect the environment, are less polluting, use resources sustainably, recycle more of their wastes and products and manage all wastes in a more environmentally acceptable way than the technologies they replace. ESTs are not just individual technologies.
They can also be defined as total systems that include know-how, procedures, goods and services, and equipment, as well as organisational and management procedures to promote environmental sustainability. This means that any attempt to assess investment in ESTs at the global or national level must incorporate ways of tracking financing flows for both hard and soft technologies. The purpose of this indicator is to develop a methodology for tracking the total amount of funding approved to promote the development, transfer, diffusion and dissemination of environmentally sound technologies. A two-pronged approach is suggested:

  • Level1.Use globally available data to create a proxy indicator for finance flowing into countries for environmentally sound technologies, or trade in environmentally sound technologies.
    • Level 2.Collect national data on investment in ESTs..

Calculation method

Para el cálculo de este indicador se consideran todas aquellas intervenciones en las que se proporciona la ayuda, según la prestación de la misma puede ser a través de: a) Apoyo presupuestario, b) Contribuciones generales y programas y fondos mancomunados, c) Proyectos, d) Expertos y otros tipos de asistencia técnica, e) Becas y gastos de los estudiantes en los países donantes f) Alivio de deuda, g) Gastos administrativos y h) Otros gastos de los donantes.

Se consideran todas las intervenciones que cumplan con la definición y características de la Ayuda Oficial al Desarrollo ( AOD).

Los informantes a través del título, descripción de la intervención y del sector económico del Comité al desarrollo, asignan el ODS y la meta correspondiente. Se contabilizarán aquellas que hayan sido asignadas al ODS 17 y a la meta 17.7.
