Calculation method

\[ \frac{A^t_{3-5}}{P^t_{3-5}}\cdot 100 \]where \( A_{3-5}^t \) is the number of children aged 3 to 5 years old enrolled in early childhood education during the year t (course t-1 / t) and \( P_{3-5}^t\) is the average population aged 3 to 5 years old in the year t.
