Definition

The reduction or increase in the quantities of plant protection products are not good indicators to measure whether or not they are being used sustainably, since, for example, the use of plant protection products with a very problematic environmental and toxicological profile can be reduced, and yet the use of low-risk products is greatly increased, which means a significant increase in the total amount of products consumed, despite the fact that the profile of products being used in a country is changing. This is why the European Commission, in accordance with the Sustainable Use of Plant Protection Products Directive, decided to design, in collaboration with the Member States, two indicators to measure the sustainable use of plant protection products, The Commission Directive (EU) 2019/782 of 15 May 2019 amending Directive 2009/128/EC of the European Parliament and of the Council as regards the establishment of harmonised risk indicators was therefore adopted.

Calculation method

The indicator that has been designed is an indicator based on product marketing statistics, in this indicator the active substances are weighted according to their toxicological profile, assigning more weight to the most problematic substances and less weight to the less problematic substances, and these weights are multiplied by the total volume marketed, the result of this indicator for each year is compared with the result calculated in the base period (three years 2011-2013).
