Creation of the electoral roll of foreigners residing in Spain for the 2027 municipal elections

Update of the electoral census for nationals of European Union (EU) countries residing in Spain for the municipal elections to be held on 23 May 2027

Non-Spanish citizens of the EU residing in Spain will be able to vote in the municipal elections to be held on 23 May 2027 if they are included in the current electoral roll for those elections and are of legal age on the day of the vote.

Prior registration in the Municipal Register is required in order to be included in the current electoral census of the elections, and you must have expressed your wish to vote in municipal elections in Spain.

• Declarations of a desire to vote

  • To facilitate the expression of their willingness to vote, the Electoral Census Office (ECO) will send a communication to EU citizens residing in Spain in late September, with the data of their pre-printed registrations. The communications will be sent only to those who have not been addressed by the ECO on the occasion of previous municipal elections and have not expressed their willingness to vote in Spain in the municipal elections . This communication includes an electronic processing code (CTT) that makes it possible to cast a vote online.

    Formal declarations of a willingness to vote in Spain for the municipal elections may be made online, by post or in person at the Town Hall of the town where you reside.

    1. Online: To submit the formal declaration online, you can access the Electronic Headquarters of the National Statistics Institute https://sede.ine.gob.es/tramite/manifestacion_voluntad_voto/ and identify yourself via Cl@ve. This access is permanent. If you don't use Cl@ve and you've received a postal communication, you can access the following address of the Electronic Headquarters of the INEhttps://sede.ine.gob.es/manifestacionVotoUECTT, via the CTT you've received in the postal communication. This access will only be available from 1 October to 30 December 2026.
    2. By post: Citizens who receive this communication and wish to register in the electoral census of the municipal elections may do so simply by completing the formal declaration contained therein, signing it and sending it to the Provincial Delegation of the corresponding Electoral Census Office by post. No postage payment is required.
    3. In the Town Hall of the town where you reside: By filling in the form with your formal declaration of your willingness to vote in Spain (DFA model) available at the Town Hall.
• Time Frame

  • In order for them to take effect in the current electoral census of the municipal elections to be held on 23 May 2027, the registrations in the municipal registers and the formal declarations must be made no later than 30 December 2026.
